Washington state warns Catholic bishop to stop fund-raising against gay marriage

Washington state law prevents organizations, including churches, from raising money from individuals to give to a political campaign. A Catholic bishop has been fund-raising in opposition of same-sex marriage.

Washington?state regulators have warned a Roman Catholic bishop that his diocese risks running afoul of state campaign finance laws if he follows through with a planned fund-raising effort opposing same-sex marriage on the November ballot.

State law prohibits organizations, including churches, from raising money from individuals to give to political campaigns, said?Lori Anderson, a spokeswoman for the state's Public Disclosure Commission.

"It's not because it's a church. It's because it's not a stand-alone individual," Anderson said on Thursday.

The commission was calling into question a recent letter from Bishop?Joseph Tyson?to Yakima-area pastors urging them to distribute donation envelopes to parishioners during the weekend of Sept. 8-9.

The money would go to Preserve Marriage?Washington, the campaign to defeat legalization of same-sex marriage on the state's November ballot.

The Democratic-controlled?Washington Legislature?voted this year to legalize same-sex marriage, and Governor?Chris Gregoire, a Democrat and a Catholic, signed the measure into law during in February.

But the law was blocked from taking effect as scheduled in June when opponents submitted a petition for a repeal referendum on the November ballot. Referendum 74, subsequently certified as having collected enough signatures to qualify, asks voters to approve or reject the gay marriage bill enacted in February.

Tyson's letter instructs parish priests not to open the envelopes once they are turned back in, but to place them into a pre-addressed security envelope to be mailed directly to Preserve Marriage, according to local media reports.

"It's not our envelope," Tyson told local television station KIMA-TV. "We're not collecting the money, and we're not taking the money. Preserve Marriage?Washington?is doing that. We're going to follow the state law."

But Anderson said she was not swayed.

"That can't happen under our state law," she told Reuters. "It doesn't matter if they haven't looked at the contributions."

An inexpensive iPad Mini will help Apple (NASDAQ:AAPL) stir up the 7-inch tablet market completely and force rivals to change strategies, an analyst has said. IHS iSuppli analyst Rhoda Alexander said Apple could go as aggressive as?$249?for an entry-level model of the rumored new tablet.

A higher-end model with 4G LTE would be closer to $349, Alexander said. The analyst added rivals including Amazon (NASDAQ:AMZN) and Google (NASDAQ:GOOG) will need to start resorting to strategies like the latter?s promotional campaign for the Nexus 7 tablet, which places an advertisement for the device on its ultra-popular search home page. Driving more sales before the iPad Mini arrives is the smart way to go, the analyst said.

?The input I?m getting from the supply side is that [Google] has actually raised the quantity of orders being built this year,? Alexander said. ?We see it on the order of five to six million in 2012 or maybe even a little more than six million.?

However, the Wi-Fi-only Nexus 7 may not do as well in international markets where 3G is necessary, according to Alexander, while a cheaper 3G- or 4G-capable iPad would possibly thrive.

Iran must be exposed by the international community as the premier terrorist support state that it is, and everything should be done to prevent Iran, the world?s most dangerous regime, from developing the world?s most dangerous weapons,? says Israel?s Prime Minister Benjamin Netanyahu, who, according to Israel?s Channel 10, ?is determined to attack Iran before US elections? with or without Obama?s go-ahead.
?The Zionist regime and the Zionists are a cancerous tumor. Even if one cell of them is left in one inch of land, in the future this story will repeat,? recently announced the Iranian President Mahmoud Ahmadinejad, adding, ?With the grace of God and help of the nations, in the new Middle East there will be no trace of the Americans and Zionists.?
It?s about time that Israeli and Iranian leaders quit behaving like schoolyard bullies engaged in a belligerent war of words and faced up to their responsibilities towards their citizens, neighbors and the world at large. Venomous threats and insults not only pollute the atmosphere they propel the hands of the Doomsday clock closer to midnight. They have set the entire region on a knife edge anxious about the day when vicious words will result in war, a conflict between two mighty military powers with a terrible humanitarian and economic cost.
Blame also falls on the US and Russia which have neglected to use their substantial influence over Tel Aviv and Tehran respectively to halt this madness. Instead of embracing their natural roles as big brother mediators, they?re busy heaping insults on one another over the impasse in Syria and obstructing each other?s efforts toward peace. Those nuclear-armed powers wielding vetoes in the UN Security Council should act in concert to keep our one world safe based on higher moral principles, not selfish economic and geo-strategic interests, when there is so much at stake. I won?t bother including Great Britain when it?s focused on far more important things such as how to extract a lone Australian, charged with nothing, from the Ecuadorian embassy.

Putin and Obama should stand together to tell the two sides to put a lid on their mutual invective and store their rattling sabers at pain of being abandoned to their own devices sans trade agreements, weapons deals and military/civil aid. If they chose to be partners instead of protagonist, together they could guarantee the security and sovereign inviolability of both Israel and Iran to quell legitimate fears. I can?t blame you if you think that sounds idealistic, na?ve even. After all, big powers have always operated out of self-interest. It would be a better world if they came together but let?s be pragmatic. A major conflagration in the MENA region involving not only Israel and Iran but potentially also Hezbollah, Syria, Hamas, Turkey, Iraq and, possibly Egypt that is slowly gravitating toward Tehran, would be gravely detrimental to Washington and Moscow as well as their regional allies. Haven?t two world wars that destroyed the lives of millions upon millions taught them anything at all?
We, the people, aren?t exempt from taking responsibility either. Is there anybody out there who seriously wants their countries enmeshed in a bloody conflict, one in which the chance of weapons of mass destruction being unleashed is high? That would require us to climb out of our entrenched political positions and climb off our nationalistic high horses long enough to petition our leaderships to utilize every diplomatic tool to calm the situation.
In the great scheme of things it doesn?t matter which side is right or which is wrong. And don?t be fooled into thinking that this contretemps is all about whether or not Iran?s uranium enrichment program is geared toward nuclear weapons. Even if it were, nukes are useless other than as a deterrent because when used against countries able to retaliate in kind they equate to self-destruction. He won?t admit it, but Netanyahu?s fears revolve around Tehran?s emboldening of states and non-state actors in the vicinity around Israel with extremist ideology, cash and weapons; concerns that are shared by many Gulf states. For its part, Tehran is ultra defensive because it has been punished by US and EU-imposed trade, economic and oil industry sanctions and, given years of non-stop Israeli threats, is alert to those threats being realized.
Of course, we?ve been listening to Netanyahu?s blistering verbal attacks on Iran for years, so there is a temptation to dismiss them as nothing more than posturing. The difference is that this time the Israeli security establishment and public appears to be taking them seriously. Israeli intellectuals have signed a petition urging fighter pilots to disobey government orders to strike Iranian nuclear sites. Former Mossad chief Meir Dagan ? echoed loudly by many of his former colleagues and politicians such as Shimon Peres and Shaul Mofaz ? has denounced Netanyahu?s Iran policy on the grounds that an ?an Israeli bombing would lead to a regional war and solve the internal problems of the Islamic Republic of Iran? by galvanizing Iranian society behind the leadership.? Anti-war demonstrations have been taking place in Israel?s major cities with protesters chanting ?We don?t want another war? and ?Don?t bomb! Talk!?
Earlier this month, another former Mossad head Ephraim Halevy and Gen. Aharon Ze?evi told the Jerusalem Post that they anticipated an Israel strike on Iran within weeks. So if Netanyahu and his fold are once again crying wolf, they risk losing their credibility.
At the nub of this discussion is the fact that neither Israel nor Iran are going anywhere; no amount of devastation can erase them from the map. They should exchange their military muscle-flexing for dialogue; they don?t need to be fast friends, what?s required is mutual toleration. My advice to the Iranian and Israeli people is this for what it?s worth: ?Exchange your egotistical loud-mouthed firebrands for people with wisdom who have your well being and the future of your children at heart.?

Christian in Pakistan blasphemy case ruled a minor

ISLAMABAD (AP) ? An official medical review of a Pakistani Christian girl accused of desecrating the Quran has determined that the girl is a minor, a lawyer for the girl said Tuesday.

The finding, which means the girl will be tried in the juvenile court system, could possibly defuse what has been a highly contentious case in Pakistan, where blasphemy can be punished with life in prison or even death.

The accusations against the girl have inflamed religious tensions in Pakistan, and sparked a mass exodus of Christians from the girl's neighborhood who feared retribution from their Muslim neighbors.

About 300 of the Christians who set up camp in a field outside the capital were evicted from the site Tuesday, and their makeshift church was burned down.

The attorney, Tahir Naveed Chaudhry, said a report by a medical board investigating the age and mental state of the girl determined she was 14 years old.

He also said the board determined her mental state did not correspond to her age. It was not clear whether that meant she was mentally impaired. Some Pakistani media reports have said the girl has Down syndrome.

Chaudhry said a bail hearing has been scheduled for Tuesday, and that he would move to dismiss the case after the hearing, saying there was "no solid evidence" against his client.

He said he saw his client Saturday in the Rawalpindi prison where she's being held and that she was "weeping and crying."

The Associated Press is withholding her name because it does not generally identify underage suspects.

The girl was accused by a neighbor of burning pages of a Quran, Islam's holy book. But many aspects of the case have been in dispute since the incident surfaced a little less than two weeks ago, including her age, whether she was mentally impaired and what exactly she was burning.

The lawyer said a birth certificate provided by the church put her age at eleven years old, but in the end the medical board determined she was 14. Generally, birth certificates must be issued by the Pakistani government to be considered legal documents.

The case has spotlighted once again Pakistan's troublesome blasphemy laws that critics say can be used to settle vendettas or seek retribution. Many of Pakistan's minorities, including Christians, live in fear of being accused of blasphemy.

Hundreds of Christian families have fled the neighborhood where the girl lived, fearing a backlash from their Muslim neighbors.

Over the weekend a group of about 300 cleared out a section of land in a forested part of an Islamabad neighborhood and built the skeleton of a church from branches, complete with a cross, and were using it to hold prayer services.

Christians in the area said Tuesday that in the middle of the night, people burned their makeshift church to the ground. Then the group was evicted from the site.

By midafternoon a group of about 150 Christians had gathered in the park a few hundred meters (yards) from the clearing where the church once stood. Many had nothing to eat until an aid group delivered some rice.

"We are helpless. What can we do? We are just sitting here," said Naseem Javed, who was holding her 3-year-old son in her arms. "They don't even want us to have a place to pray."

Residents from nearby houses gathered in the clearing where the makeshift church stood. One of them, Babar Minhas, said according to city regulations the land was supposed to be an open space of trees and grass and was not to be used as a settlement.

In a sign of their clear animosity toward the Christian group, he questioned whether any of them were even from the Islamabad neighborhood where the blasphemy case originated.

Once someone is labeled as a blasphemer, even if they are never convicted, they can face vigilante justice by outraged Pakistanis. In July, thousands of people dragged a Pakistani man accused of desecrating the Quran from a police station, beat him to death and set his body alight.

The potential public backlash has also deterred many from speaking out in favor of changing or repealing the blasphemy law. Last year two prominent politicians who criticized the law were murdered, one by his own bodyguard, who then attracted adoring mobs.

GOP convention opens: Party proceeds despite storm

TAMPA, Fla. (AP) ? Republicans launched Mitt Romney's national convention Monday with the bang of a gavel before a smattering of delegates as Tropical Storm Isaac led them to cancel most of the opening-day program.

Party Chairman Reince Priebus called the gathering to order, citing convention rules requiring a 2 p.m. Monday start, and then immediately recessed the session. It took less than two minutes.

Priebus then instructed delegates to look up at two "debt clocks" ? one that reflects the actual national debt and a second that counts how much the debt will grow during the convention. It was quickly in six figures.

The convention will hit full speed on Tuesday, just as forecasters say the storm could reach hurricane strength and make landfall somewhere between Mississippi and New Orleans.

"Our sons are already in Tampa and they say it's terrific there, a lot of great friends. And we're looking forward to a great convention," Romney said Monday outside a New Hampshire high school auditorium where he rehearsed his convention speech.

He said he hoped those in the storm's path would be "spared any major destruction" but indicated there were no thoughts of canceling the convention in Tampa, where Isaac's heavy rain had all but passed.

Tom Del Beccaro, a California delegate and chair of the state GOP, predicted the one-day delay in full convention events would supercharge the rest of the week's meeting.

"I think there's going to be a lot of bottled up energy, and I think that's going to show," he said.

But Sally Bradshaw, a Florida Republican and longtime senior aide to former Florida Gov. Jeb Bush, was not so sanguine. "It's a mess all around and it's fraught with risk," she said. "It's not good for anybody ? particularly the people impacted by the storm."

It was hardly the opening splash that convention planners had hoped for, and it risked the juxtaposition of Republicans partying as the storm barrels toward land ? almost exactly seven years after Hurricane Katrina devastated New Orleans.

Priebus was long gone from the podium when a handful of Ron Paul supporters hollered their support for the defeated presidential contender in a brief impromptu gathering at the rear of the convention hall.

They held up placards bearing Paul's name in front of a permanent sign that read, "We Can Do Better." The sign was there for Romney's purposes ? meant to show that he could fix the economy ? but Paul's backers appropriated it for their own use.

Paul's delegates are trying to mount a floor fight over new GOP rules designed to limit the ability of insurgent presidential candidates to amass delegates to future Republican conventions. It was unclear whether they could rally enough support to force a vote.

Outside the arena, the storm and a massive police presence limited protests, with only a fraction of the 5,000 expected demonstrators turning out to criticize the GOP's economic and social policies.

Due to the storm, the party hastily rewrote its convention script to present the extravaganza's prime rituals and headline speakers later in the week, and further changes were possible. Planners said Monday's speakers would be worked into the schedule later in the week.

"We're going to continue with our Tuesday, Wednesday, Thursday schedule," said Russ Schriefer, the chief convention planner.

At least one speaker bowed out. Louisiana Gov. Bobby Jindal announced Monday that he would not attend as the storm gathered strength and bore down on his home state.

As the weather threat to Tampa diminished, delegates focused on party message and the near-term task of making Romney the nominee and working to defeat Obama in November.

"There's a mission here," said Gary Harkins, a delegate from Brandon, Miss. "We have to nominate a candidate for president. Our mission is to save America from becoming a socialistic state."

Vice presidential candidate Paul Ryan, speaking in his hometown of Janesville, Wis., before heading for the convention on Tuesday, delivered a message that echoed at meetings and news conferences all across Tampa ? the Obama presidency has been a failure, and Romney offers a different course.

"We're not just picking the next president for a few years," he said. "We are picking the pathway for America for a generation."

??? Ryan warned the United States under Obama has faltered: "It's a nation in debt, it's a nation in doubt, it's a nation in decline," he said.

Sen. Rob Portman reinforced the message in Tampa, telling the Ohio delegation it was time for Obama "to stop blaming others and take responsibility."

"There are families all over Ohio that are suffering as a result. He hasn't measured up to his own standards," he said.

Democrats, for their part, said that if the Republican convention proceeds as planned Tuesday, they would resume their on-site efforts in Tampa to counter the GOP message. Democrats planned to focus Tuesday on Romney's record at Bain Capital and had several employees who worked for companies impacted by Bain in Tampa to talk to the media.

Democrats halted activities in their so-called "war room" Monday after Republicans essentially canceled the first day of the convention.

The weather was a constant concern for some. Jeanne Luckey of Ocean Springs, Miss., whose family lost a beachside home to Hurricane Katrina, said friends were helping secure their inland home for Isaac.

"It's a very busy time, certainly, but we've got to take care of the business of the party and make sure we get Governor Romney nominated," Luckey said. "We have a lot of work to do between now and November."

The storm was a complication, at best, for a party determined to cast the close election as a referendum on Obama's economic stewardship and Romney as the best hope for jobs and prosperity.

The concern was two-fold: that Tampa, hosting thousands of GOP delegates, would get sideswiped by the storm; and that it would be unseemly to engage in days of political celebration if Isaac made a destructive landfall anywhere on U.S. soil.

"You can tone down the happy-days-are-here-again a bit," said Rich Galen, a veteran Republican consultant in Washington. "Maybe you don't have the biggest balloon drop in history."

In Washington, aides said Obama was being updated at the White House on the storm. He was still planning his two-day campaign trip to Iowa, Colorado and Virginia, beginning Tuesday morning.

In a boost to Obama's convention next week, Florida's former Republican Gov. Charlie Crist was added as a speaker. Crist had announced on Sunday that he was endorsing Obama, saying he was the correct choice and criticizing his former party for its move to the right.

The roll call of state delegations affirming Romney as the party's nominee now is to unfold Tuesday, an evening capped by speeches from Ann Romney and an assortment of GOP governors. Ryan gets the prime-time spotlight Wednesday, and Romney closes out the spectacle Thursday night, his springboard into the final leg of the contest. That's all if the storm brings no further complications.

Personal Finance: Is a mortgage refinance right for you? ? ? Rankin ...

They?re knocking on the lender?s door. As mortgage rates have tumbled to all-time lows, demand for refinancing has fired up homeowners nationwide.

And it?s not just those drowning in underwater mortgages. With rates for 30-year mortgages hovering below 4 percent since last October, all kinds of homeowners are trying to get their monthly mortgages reduced, say lenders and mortgage experts.

?It?s huge. It?s buried our staff and every other lender in town,? said O.J. Vallejo, mortgage consultant with First Priority Financial in Sacramento, who said his three-person staff has been working six days a week the last four months.

Nationally, refinance volume ?has been running at a three-year high in recent weeks, as mortgage rates remained extremely low,? Mike Fratantoni, vice president of research for the Washington, D.C.-based National Mortgage Bankers Association, said in an email. ?With refinances, the No. 1 driver is interest rates.?

Along with months of record-breaking low interest rates, other factors are driving the refinancing boom: a competitive lending market and changes in some federal refinancing programs for struggling homeowners.

It?s prompted many established homeowners with old-school, high-interest mortgages to decide it?s time to refi.

Neil and Louise Mueller, longtime Land Park residents, were encouraged by their financial planner to look into refinancing their 26-year-old mortgage last spring.

?It was almost too easy,? said Louise, an American River College counselor, who said the process, including a home appraisal, took about three weeks.

The result: Their 30-year, fixed-rate mortgage dropped from 5.12 percent to 3.87 percent, which lowered their monthly payment by about $100. They also pulled out about $11,000 for savings and for a family cruise overseas with their two adult children.

Why refi?

Generally the primary reasons for refinancing a mortgage are to:

? Lower monthly mortgage payments.

? Eliminate the unpredictability of an adjustable-rate mortgage by switching to a fixed rate.

? Free up home equity cash for home improvements, college costs or other expenses.

? Shorten the loan term, say from a 30- to a 15-year mortgage, which can save thousands in interest payments.

Saving money is usually the biggest incentive.

Calling the low rates ?historic,? John Winters, a wealth adviser with Morgan Stanley Smith Barney in Sacramento, said he recently advised all his clients to consider a refi. Especially for those ?finding it difficult to live with? the anemic returns on low-interest CDs and bonds, freeing up monthly income by refinancing can make sense, he said.

Should you refi?

It?s a personal calculation that varies. Generally, you look at how long you plan to be in your current home and whether the upfront costs outweigh the monthly savings.

?If you?re not going to be in your home another one or two years, you?re not going to recoup the closing costs,? said Greg McBride, senior financial analyst with Bankrate.com.

?Everybody?s situation is different,? said mortgage consultant Vallejo. ?There?s no right or wrong answer. The only answer is what works for your family.?

Some couples who refinance are looking ahead to retirement.

?Paying off the mortgage is now back in vogue,? Vallejo said, especially for those in their late 40s or 50s, who want to be mortgage-free at retirement age.

That doesn?t necessarily mean they?ll lower their monthly payment by refinancing. For example, a couple with a $250,000, 30-year loan at 5.25 percent three years ago would have been paying about $1,380 a month. If they refinanced their current balance to a 20-year, 3.5 percent loan today, their payments would increase slightly, to $1,405.

?Their payment goes up $25, but they just took seven years off their mortgage,? said Vallejo. ?That?s almost $116,000 in interest. That?s huge.?

On the other hand, younger homeowners with kids might choose a 30-year mortgage when they refinance because they need the lower monthly cash flow to save for college or pay off debt. Or those with adjustable mortgages due to reset to higher rates may want to lock in single-digit rates.

What you?ll pay

The mortgage rate you?ll be offered depends on numerous factors, including: your credit score, loan amount, loan-to-value ratio (how much you owe compared to the home?s appraised value), length of your loan term and type of home (rates on condos, rentals and vacation homes are typically higher.)

Lots of mortgage ads promise ?no-cost? loans. According to some lenders, that?s a misnomer.

?It really means ?no cash out of pocket,? ? said Vallejo. ?There?s no free lunch; somebody is paying for it.?

Typically, in a no-cost loan, all closing costs and pre-paid items (such as appraisal fees and credit checks) are paid by the lender and built into the interest rate.

Shop around

It pays to compare quotes from several lenders because they offer different rates and fees. Start with your current lender or sit down with a local loan originator. You can also do refinance comparisons online, using mortgage calculators at sites like Bankrate.com or those of individual banks and lenders.

If you?re a struggling homeowner, ask your lender about changes in the federal Home Affordable Refinance Program and FHA refinance programs that have made refinancing options more plentiful.

Bankrate.com?s McBride said the refinance market is particularly ?compelling? in California, where home prices have bottomed out and there are lots of competitive lenders.

But don?t focus solely on interest rates, said McBride. When comparing refinance quotes, look at appraisal fees, title searches and closing costs. And be sure you?re comparing the same loan terms, not a 15- and a 30-year, for instance.

Good standing

Be sure the lender is in good standing.

Tom Pool, spokesman for the state Department of Real Estate, said state and federal licensing standards for mortgage originators are much stricter than they used to be, which ?has weeded out most of the bad actors.?

Nevertheless, you can check a company?s or individual?s licensing status at the state Department of Corporations (www.corp.ca.gov) or the Department of Real Estate (www.dre.ca.gov).

Pool also recommends online searches at sites like the Better Business Bureau (necal.bbb.org) to see if the lender has been linked to bad practices or scams.

Too late?

Even though interest rates have inched upward in the last month, you?re probably not too late.

?It?s not worth losing any sleep over,? said Bankrate?s McBride. ?Given the European debt crisis, (interest rates) can?t rise appreciably.?

On the other hand, the national mortgage bankers group predicts mortgage interest rates will ?drift slowly higher? next year, leading to significant declines in refinance activity.

Above all, make sure a refinance is right for your situation.

?It?s a significant financial transaction,? said Edward Achtner, an Oakland-based regional sales executive for Bank of America. ?If buying a home is the largest transaction a consumer embarks upon, a refinance is a close second. Do the research, evaluate the different options. Take your time and do not be pressured into making any decisions.?

Neil Armstrong, first man to walk on moon, dies

Astronaut Neil Armstrong awed the entire planet when he became the first man to step foot on the moon in 1969. He died Saturday at age 82. NBC's Tom Costello reports on Armstrong's life and legacy.

First moonwalker Neil Armstrong's death at the age of 82 marks the passing of a "reluctant American hero," as well as the dimming of the Space Age's brightest moment.

His death followed complications from heart-bypass surgery he underwent this month, Armstrong's family said today in a statement released by NASA. The first public report?of?Armstrong's death came via NBC News' Cape Canaveral correspondent, Jay Barbree, a longtime friend.?

Armstrong has been immortalized in human history as the first human to set foot on a celestial body beyond Earth. "That's one small step for a man, one giant leap for mankind," he radioed back to Earth from the moon on July 20, 1969.


NASA Administrator Charles Bolden said that "as long as there are history books, Neil Armstrong will be included in them."

Armstrong's fellow moonwalker on the Apollo 11 mission, Buzz Aldrin, was among the legions mourning his passage. "We are missing a great spokesman and leader in the space program," Aldrin said in a BBC interview. He said he'd remember Armstrong "as being a very capable commander and leader of an achievement that will be recognized until man sets foot on the planet Mars."

Michael Collins, the crewmate who circled the moon in the Apollo 11 command module while Armstrong and Aldrin took that first trip to the lunar surface, also paid tribute to his commander in a NASA statement: "He was the best, and I will miss him terribly."

President Barack Obama said that Armstrong and his crew "carried with them the aspirations of an entire nation," and that the first steps on the moon "delivered a moment of human achievement that will never be forgotten."

NBC's Jay Barbree, who has covered every manned space mission in U.S. history, was first to break the news that Neil Armstrong had died. He discusses the astronaut's life with NBC's Lester Holt.

"Today, Neil's spirit of discovery lives on in all the men and women who have devoted their lives to exploring the unknown ? including those who are ensuring that we reach higher and go further in space," Obama said in a White House statement. "That legacy will endure ? sparked by a man who taught us the enormous power of one small step."

The "one small step" served as the climax of a superpower space race with the Soviet Union, and arguably established the United States' primacy in outer space for decades to come. But Apollo 11 also set a precedent for peaceful cooperation in space. "We came in peace for all mankind," the plaque left behind on the moon read. At one point during Armstrong's first moonwalk, he stopped for what he called a "tender moment" and set down a patch to commemorate NASA astronauts and Soviet cosmonauts who died in the course of their duties.

Before and after the moon
The Ohio-born Armstrong began his career in aerospace as a Navy fighter pilot who served with distinction in the Korean War. During the 1950s, he was a test pilot with experience flying more than 200 kinds of aircraft. He was accepted into NASA's second astronaut class in 1962, and during his mission as Gemini 8 commander in 1966, he tamed his wildly spinning capsule and brought it in for an emergency landing.

That quiet cool served him well during Apollo 11, when he had to take manual control of the lunar module, nicknamed Eagle, during the landing. When the craft touched down in the moon's Sea of Tranquility, about 30 seconds' worth of fuel remained.

"Houston, Tranquility Base here," Armstrong reported to Mission Control. "The Eagle has landed."

Armstrong and Aldrin spent more than 21 hours on the lunar surface, including two and a half hours' worth of moonwalking. They were amazed to come back to Earth and see how millions of people across the planet had followed their exploits. "Neil, look up there," Aldrin told him as he pointed at a TV screen. "We missed the whole thing."

After his moon mission, Armstrong took a low profile, becoming what his family called a "reluctant American hero who always believed he was just doing his job." He left NASA in 1971, and took on executive positions in the aerospace industry as well as a teaching position in the University of Cincinnati's engineering department. ?Armstrong served on several policy commissions, including the presidential panel that investigated the 1986 Challenger explosion.

Concerned about future spaceflight
In his latter years, Armstrong became increasingly concerned about America's continuing leadership in space. He was a strong proponent of efforts to send American astronauts back to the moon, and feared that NASA's cancellation of its return-to-the-moon program would cede America's position as a leader in space exploration to other nations.?

"Some question why America should return to the moon," Armstrong told a House committee in 2010. "'After all,' they say, 'we have already been there.' I find that mystifying. It would be as if 16th-century monarchs proclaimed that 'we need not go to the New World, we have already been there.'"

When NBC's Jay Barbree asked Armstrong last month to reflect on the future of spaceflight, for the 43rd anniversary of the Apollo 11 landing, the former astronaut pointed to remarks in which he said the lunar environment was "an exceptional location to learn about traveling to more distant places."

"I am persuaded that a return to the moon would be the most productive path to expanding the human presence in the solar system," he wrote.

Armstrong was famous for staying out of fame's spotlight as much as he could. Some outsiders may have faulted him for his reticence, but not his fellow astronauts.

"Most of our group?in those days could have accomplished?the challenge of the mission," Apollo 7 astronaut Walt Cunningham told NBC News' James Oberg in an email, "but I do not know?a one that could have handled the?resulting notoriety as well as Neil did."?

Over the past year, Armstrong was a bit more in the public eye. Last November, he and other space pioneers ? including Aldrin, Collins and John Glenn, the first American in orbit ??were awarded the Congressional Gold Medal during a ceremony at the U.S. Capitol.

In February, Armstrong spoke at Ohio State University during a February event honoring the 50th anniversary of Glenn's history-making spaceflight. In May, Armstrong joined Apollo 17 commander Gene Cernan, the last man to walk on the moon, at Pensacola Naval Air Station in Florida to support the opening of the National Flight Academy, which aims to teach math and science to kids through an aviation-oriented camp.

On Aug. 7, just two days after his 82nd birthday, Armstrong underwent quadruple-bypass heart surgery after flunking a medical stress test. At the time, his wife, Carol, reported that her husband was "doing great" ? but today the family said complications from that surgery led to his death.

HAMILTON, ON (Aug. 26, 2012) Healthy foods such as fruits and vegetables, proteins and total fats are consumed more often by the wealthy while poorer people consume more carbohydrates, says a new study involving people from 17 countries.

The Prospective Urban Rural Epidemiology (PURE) study involving 154,000 individuals from 628 communities reported on the patterns of diet, physical activity and smoking, was presented at the European Society of Cardiology 2012 Congress on Sunday, Aug. 26, 2012.

The study found individuals who were poor, or from poorer countries were more active chiefly because of higher energy expenditure in jobs, at home, and during transportation.

The markedly lower level of obligatory physical activity was not compensated for by higher levels of recreational physical activity in richer countries or richer individuals. Those who were rich and those in richer countries quit smoking much more often so that rates of smoking was lower in the wealthier individuals and wealthier countries.

"Policies to prevent cardiovascular disease need to focus on different aspects of lifestyle among the rich versus the poor and between rich and poor countries," said professor Salim Yusuf of the Population Health Research Institute, McMaster University and Hamilton Health Sciences and principal investigator of the study.

The study was conducted in 17 countries and coordinated worldwide by the Population Health Research Institute and supported by the Canadian Institutes of Health Research, the Indian Council of Medical Research, several other peer review organizations and pharmaceutical companies.

"These results provide new insights into the need to customize prevention policies differently for the rich and the poor and for countries at different economic levels," said professor David Wood of the University of London, UK and an expert in cardiovascular disease prevention.

Gambia executes nine death row prisoners: Amnesty

Amnesty International said that Gambia had executed nine death row prisoners, after President Yahya Jammeh vowed to carry out all death sentences by mid-September.

"Amnesty International has received credible reports that nine persons were executed last night (Thursday) in Gambia and that more persons are under threat of imminent executions today and in the coming days," the rights body said in a statement.

A Gambian security source reported that all 47 death row prisoners had on Thursday night been "transferred to one place" but he and other sources could not confirm the executions.

"The man is determined to execute the prisoners and he will do so," the security source told AFP, referring to President Jammeh.

The president's office said in a statement late Friday that the people on death row "have exhausted all their legal rights of appeal as provided by the law" -- without, however, confirming the nine executions.

"The law of the Gambia on the death penalty is very clear. In due compliance with the law of the Gambia, all the persons on the death row have been tried by the Gambian courts of competence jurisdictions and therefore convicted to death," the statement said.

"Also, in accordance with the law, these people have exhausted all their legal rights of appeal as provided by the law."

In a televised address to mark this year's Muslim feast of Eid al-Fitr on Sunday Jammeh said: "By the middle of next month, all the death sentences would have been carried out to the letter.

"There is no way my government will allow 99 percent of the population to be held to ransom by criminals."

According to Amnesty those executed include one woman and two of them are Senegalese citizens.

"The decision of the Gambian president Yahya Jammeh to execute nine prisoners after more than a quarter of a century without execution would be a giant leap backwards", said Paule Rigaud, Amnesty International's Africa deputy director.

Amnesty said the last official execution took place in 1985. However AFP's correspondent in Banjul reports that executions have continued unofficially with the most recent taking place in 2007.

Death sentences in Gambia, a sliver of land wedged into Senegal, are carried out by hanging.

Jammeh, a former military officer who seized power in a 1994 coup, brooks no dissent in a country often blasted by rights bodies for abuses.

Many top officials have found themselves charged with treason, often related to coup plots which observers have said are a sign of paranoia by Jammeh, who won a fourth term in office in November 2011.

Last year eight military top brass, including the former army and intelligence chiefs and the ex-deputy head of the police force, were sentenced to death for treason.

Amnesty urged Gambian authorities to "immediately halt any further possible executions".

The reported executions come after a lightning visit this week by an envoy of African union chief Boni Yayi, who urged President Jammeh to renounce his plans to execute all the prisoners, many of whom are political detainees.

"After having learned of the imminent execution of a number of prisoners sentenced to death, President Yayi, who is very concerned, wished that President Yahya Jammeh not carry out such a decision," Benin's Foreign Minister Nassirou Bako Arifari told Radio France Internationale late Thursday.

But the government remained undeterred.

Friday's statement said: "The general public is hereby warned that the peace and the stability of the Gambia as regard of the protection of life, liberty and property of individuals must at all costs be preserved and jealously guarded. This is the position of the Gambia Government."
