The rest goes right here, in the weekly injury report segment designed to freak you out.

1. The big names we?ve already covered Friday: Tom Brady, Logan Mankins, Osi Umenyiora, Aaron Rodgers, Charles Woodson, Reggie Bush, LeSean McCoy, and?Colt McCoy. ?(Note: The McCoys are not related.)

2. Ravens receiver Anquan Boldin was upgraded to doubtful with a knee injury after running on Friday. Pro Bowl guard Marshal Yanda (chest) is also doubtful. That?s a big loss for Baltimore.

3. The Bengals? biggest injury concern is defensive end Carlos Dunlap. He?s questionable with a hamstring injury. He did practice all week in a limited fashion.

4. The Titans are healthy for their game against Houston. Defensive end?Jason Jones is the only Titan not expected to play.

5. ?San Diego receiver Vincent Jackson is probable despite missing practice most of the week with a groin injury. Running back Ryan Mathews (calf) is a gametime decision.

6. The Broncos are expected to play without safety Brian Dawkins. He?s doubtful with a neck injury.

7. Rams quarterbacks Sam Bradford (ankle) and A.J. Feeley (thumb) are both doubtful to play in the season finale. Kellen Clemens will wrap up the season at quarterback for the Rams.

8. The Bears list Brian Urlacher (knee) as questionable, but he?s expected to play Sunday. Marion Barber (calf) is doubtful.

9. Cardinals cornerback Patrick Peterson (achilles) will be a gametime decision against the Seahawks. ?Kevin Kolb (concussion) is listed as questionable, but he?s not expected to be active Sunday.

10. The Chiefs will head into Denver without running back Jackie Battle, who has been ruled out with a foot injury.

11. The Panthers will be without their best defensive player. Defensive end Charles Johnson (back) is doubtful. He finishes with nine sacks on the year.

12. New Orleans will be without running back?Mark Ingram (toe) and wideout Lance Moore (hamstring). It?s looking like Ingram won?t be back for the playoffs. Jonathan?Vilma (knee) and?Malcolm Jenkins (neck) are questionable. They should play after being limited in practice.

13. Dallas Clark is officially questionable with a neck injury. He should play in what could be his final game as a Colt. Oh, and Peyton Manning (neck) is officially listed as out for the 16th straight week.

14. Ben Roethlisberger (ankle) is officially probable. He?s fully expected to start, although he may not play the whole game against the Browns. Center Maurkice Pouncey (ankle) is also probable. ?LaMarr Woodley (hamstring) is doubtful.

15. The Raiders are likely to get wideout?Jacoby Ford (foot) and safety Michael Huff (hamstring) back this week. They are both questionable, but practiced all week. Darren McFadden (foot) is out again.

16. The 49ers should have?Patrick Willis (hamstring) available if they want to use him. He?s questionable, but has practiced during the week.

17. The Redskins should get running back?Roy Helu (toe,?knee) back in the mix. He?s questionable.

3 new LG devices get CyanogenMod nightly support; Optimus Black makes its return

Ricardo Cerqueira, a member of the CM team and LG Android device guru, has added official  CyanogenMod nightly (CM7 for the time being) support for three new LG devices -- The LG Optimus 3D, the LG Optimus Pro, and the LG Optimus Hub -- and has once again made support for the LG Optimus Black official after a short hiatus.  Here in the states we're not too familiar with these devices, but we have plenty of American counterparts that are relatively close, so this may make things much easier to support our LG devices as well.  Quality hardware and specs, meet quality software.  It's sounds like a hell of a match.

Health Tip: Wear Your Seat Belt During Pregnancy (HealthDay)

(HealthDay News) -- Wearing a seat belt is particularly important during pregnancy, when you're protecting for two.

The American Academy of Family Physicians offers these suggestions for moms-to-be while traveling in the car:

  • Wear your seat belt properly, with the lap belt beneath your belly and the shoulder strap positioned between the breasts and to the side of the belly.
  • Move your seat back as far as possible if you have airbags. Tilt the seat to give your belly more space.
  • If you aren't driving, sit in the back seat.
  • Always see your doctor immediately after a car accident, even if you don't feel like you are hurt.

Nelson retirement opens Neb.'s Senate seat to GOP (AP)

OMAHA, Neb. ? Democratic Sen. Ben Nelson survived nearly two decades representing heavily Republican Nebraska by carving a path down the political center. But faced with navigating that road in an increasingly polarizing climate, Nelson is stepping away ? and swinging the door wide open for the GOP.

Nelson, the lone Democrat in Nebraska's five-member congressional delegation, announced Tuesday that he wouldn't seek a third term. He was facing a tough campaign against several Republicans who've spent the past several months attacking his support for President Barack Obama's health care overhaul and federal stimulus legislation.

"Who can blame him given the current political mood of the country?" said former state Democratic Party Chairman Steve Achelpohl.

Other Democrats lamented Nelson's decision to retire, fearing it sets up the GOP for an easy victory next year. Republicans need to net just four seats to reclaim control of the Senate, and Nebraska looks to be an easy pickup.

There are no Democrats in line to take Nelson's place in the increasingly conservative state. He joins several other Democrats to retire from the Senate, including Virginia's Jim Webb and North Dakota's Kent Conrad.

After months of speculation that he would leave office, the 70-year-old conservative Democrat told supporters in an emailed statement that he felt it was time he "step away from elective office, spend more time with my family, and look for new ways to serve our state and nation."

"Therefore, I am announcing today that I will not seek re-election," he said. "Simply put: It is time to move on."

The former two-term governor thrived in Nebraska politics partly because he was willing to support Republican ideas when he believed they were in the state's best interests, Achelpohl said.

"Nebraskans are generally independent thinkers, and he was certainly an independent thinker," Achelpohl said. "He just had his finger right on the pulse of the predominant political thinking right in our state and nationally."

Democrats banking on Nelson's ability to leverage those centrist stances and capture statewide races were left scrambling, and many state activists acknowledged being taken by surprise.

While some floated the names of state Sen. Steve Lathrop of Omaha and Nelson's former lieutenant governor, Kim Robak, as possible contenders, many said it was too early to know who might run. Messages seeking comment were left for Lathrop and Robak.

A dream candidate for Democrats: former Nebraska Sen. Bob Kerrey. Traveling in India on Tuesday, Kerrey told The Washington Post, "Ben's retirement is a huge loss for Nebraska. I am very sad he's leaving. That is as far as I am going (right now)."

Democrats acknowledged the party will face a steep uphill fight to hold on to Nelson's seat, but pointed to a crowded GOP primary field with no obvious front-runner. The ticket includes Nebraska Attorney General Jon Bruning, state Treasurer Don Stenberg, state Sen. Deb Fischer, and investment adviser Pat Flynn.

"This virtually guarantees a Republican victory in 2012," said University of Nebraska Lincoln political scientist Mike Wagner. "There's almost no scenario in which a Democrat can win ? especially at this late stage."

National Republican party leaders also have encouraged Gov. Dave Heineman to join the race, but Heineman has said it would take a lot to persuade him.

The Senate's Democratic campaign chairman, Sen. Patty Murray of Washington, said she expected that Republicans would "have their hands full with a very divisive primary in the state, which will provide an opportunity for Democrats to remain competitive."

State Sen. Heath Mello, an Omaha Democrat who worked as an aide to Nelson, said he feared Nelson's retirement would inject more partisan politics into an already heated race.

"That is not the way Nebraskans have chosen their senators in the past," Mello said. "We've always elected independent-minded people to represent Nebraska's interests, ahead of the political parties."

Nelson has recently expressed dismay about a divided Congress' inability to pass meaningful legislation, frustration that echoed in his statement Tuesday.

"I encourage those who will follow in my footsteps to look for common ground and to work together in bipartisan ways to do what's best for the country, not just one political party," he said.

Even as Nelson wavered about a re-election bid, he piled up campaign cash, hired a campaign manager and watched his party spend more than $1 million on ads supporting him. The preparation left him with more than $3 million campaign cash on hand last month, about twice his nearest competitor.

The Democrats' Majority PAC alone spent more than $406,000 on media buys and production costs for Nelson's expected re-election campaign in seven separate expenditures between Sept. 9 and Dec. 9.

"I'm absolutely stunned," Kathleen Fahey, a Democratic super-delegate in 2008, said of Nelson's announcement. "Ben has been such a great senator for everybody. I'm not liking this."

Nelson first was elected to the Senate in 2000, defeating Stenberg, a Republican and currently the state treasurer, to replace the retired Kerrey. Nelson positioned himself as a centrist supporting both Democratic and Republican legislation.

He was among only two Senate Democrats to support a failed GOP bid to block new federal controls on power plant pollution that blows downwind into other states earlier this year, and he took great pride in his membership in the 2005 "Gang of 14," made up of Republicans and Democrats who brokered a deal to avoid a filibuster showdown over President George W. Bush's judicial nominees.

However, Nelson's vote in favor of Obama's signature health reform legislation left the GOP confident that they could beat him next year. The health reforms are strongly opposed by many Nebraska conservatives, and after the vote Nebraska Republicans immediately kicked off a "Give Ben the Boot" campaign.

Nelson also was one of five Democratic senators targeted by a national conservative group with ties to GOP strategist Karl Rove. The group, Crossroads GPS, spent $1.6 million on ads attacking Nelson as well as Sens. Bill Nelson of Florida, Clair McCaskill of Missouri, Jon Tester of Montana and Sherrod Brown of Ohio ? all considered top targets by national Republicans in 2012.

"For once Senator Nelson has listened to Nebraskans," Nebraska Republican Party Chairman Mark Fahleson said Tuesday. "The Nebraska Republican Party is more focused than ever on electing another conservative Republican to join Sen. Mike Johanns and recapturing the U.S. Senate so that we can reverse the damage done by Ben Nelson, Washington Democrats and the Obama Administration."

Nelson upset incumbent Nebraska Gov. Kay Orr in 1990 to earn his first statewide office and was re-elected governor in 1994 by a landslide. In 1996, he reneged on a campaign pledge that he wouldn't seek higher office while governor and announced his candidacy for the Senate seat vacated by the retiring Sen. Jim Exon.

Omaha millionaire businessman Chuck Hagel soundly defeated Nelson in that Senate race, but the two later served as colleagues when Nelson was elected in 2000.

Bruning on Tuesday wished Nelson well and praised him as "a dedicated public servant of the state of Nebraska for over two decades," while Fischer expressed confidence the GOP would now claim the seat.

"I think we have a strong group of Republicans, and I happen to believe the seat will go to a Republican," she said.

Stenberg thanked Nelson for his service, but said Nebraskans need "a genuine, lifelong conservative."

Analysis: GOP's struggle on taxes gives Dems hope (AP)



WASHINGTON ? For all his problems with the economy, President Barack Obama is getting unexpected help from a Republican Party that seems incapable of capitalizing on its advantages. Congressional Republicans' fumbling of the payroll tax extension issue is the latest example of party in-fighting and disarray that gives Democrats hope for the 2012 elections. GOP presidential contenders tried to distance themselves from the legislative mess. But they might be tarred nonetheless if swing voters decide the party is either inept at governing or too extreme. The eventual GOP presidential nominee "will be somewhat shackled to the Republican brand," said Democratic strategist Erik Smith, even if it was Republicans in Congress who led the charge in an unpopular fight over the payroll tax. He said GOP House and Senate candidates will face even more problems. The Wall Street Journal editorial page ? an important voice among conservatives ? berated Republican lawmakers for their handling of the payroll tax matter. Obama wanted to add another year to this year's reduction in the tax, which nearly all workers pay toward Social Security. Senate Republicans, after forcing Democrats to swallow several unrelated concessions, joined in an overwhelmingly bipartisan vote to approve only a two-month tax cut extension, with plans to revisit the issue next year. House Republicans, who generally disliked the payroll tax cut from Louis Vuitton Outlet the start, refused to concur early this week. But House Speaker John Boehner on Thursday bowed to relentless criticism from conservative bloggers and several GOP senators and cleared a path for passing a bill Friday to renew the break for two months while congressional negotiators work on a longer-term measure. Democratic strategists hope to remind voters of last summer's near-calamity over raising the limit on the federal debt ceiling. Then, as now, Boehner struggled to control his GOP caucus and to calculate which bills can and cannot pass. These Democrats want to paint the Republican Party as an out-of-touch institution that would rather stand for rigidly conservative principles than solve the nation's problems. "I think the tea party-engendered dysfunction has the potential to really get the electorate's attention," said Jared Bernstein, a former Obama administration economist now with the Center on Budget and Policy Priorities. "At this point, the system is crippled by them." All of this, of course, may be wishful thinking by Democrats. Republicans crushed them in the 2010 elections, giving the GOP control of the House and many governorships. Unemployment and other economic indicators bode badly for Obama's re-election hopes, and the payroll tax dust-up may seem a musty memory by next November. One other worry looms. Americans' taxes still might rise by billions of dollars in 2012 if a deal can't be struck on a longer, one-year extension. Economists say that would depress spending and slow job growth, at least somewhat. Even if more voters blame Republicans than Democrats, Obama could end up as a net loser politically, given that the economic climate already is deeply troublesome for him. GOP leaders say income tax cuts do more to stimulate economic growth than payroll tax reductions but worry about independents thinking it was Republicans who sought to raise their payroll taxes. At the same time, they know that hard-core conservative voters who have a bigger voice in GOP primaries might blame them for a tax cut they dislike. Republicans may yet claim one political victory out of the payroll tax imbroglio, assuming the two-month extension goes through. In House-Senate negotiations they forced Obama to agree to an expedited decision on a proposed transcontinental oil pipeline opposed by environmental groups as part of the two-month extension. The GOP still has a perception problem, Louis Vuitton Outlet though. Americans hold Congress in extremely low regard, but they put more blame on Republicans than Democrats. A recent poll by the Pew Research Center found that a record-high 50 percent of Americans say the current Congress is less effective than most. Community Health Systems Looks Attractive As Market Overreacts To News

What would you think of a company which has a monopoly in a non-elastic market, great growth prospects and a price that implies pre-tax earnings yield of 34.12% and after-tax earnings yield of 23.76% (without pricing in growth)? If you think it might be an opportunity, keep reading, you may be on to something.

The company I'm talking about is Community Health Systems (CYH). This company provides healthcare services through self-owned or leased 131 hospitals in 29 states. For 60% of its hospitals there are no direct competitors. In addition, since it operates mainly in rural areas, it is unlikely for a competitor to move in and build a new hospital to compete with CYH since the market will not be able to sustain them both.

The management is aware of this fact, as shown in the latest annual report, and as a result the company works continuously to strengthen this advantage. It searches mainly for rural hospitals without direct competition, to buy, renovate and expand them. This strategy also provides the company two ways for growth:

  • Keep on buying more and more hospitals.
  • Reduce indirect competition. You see, in the 60% of the markets CYH operates (those markets without direct competitors), it has only 50% market share. The other half goes a long way to other hospitals (urban usually) that are bigger and more equipped to get specific treatment that CYH facilities don?t offer. This means that if CYH expands the services offers in its facilities, it can reduce indirect competition and gain more market share and revenue.

Both those two methods can keep the company growing profitably for years.

Currently, the company has revenue of approximately $150 per share. Operating and net profit margins are 3.9% and 2.7% respectively and they are getting better and better. The company has $1.75 of current assets for $1 of current liabilities which means no liquidity problems. The net asset value (NAV) is $26 and the earnings for 2011 are going to be 3.30 to 3.39 after tax according to management, and for 2012 around $3.60, after tax also.

With the price of the stock at about $16.5 we have an after tax earnings yield of 20% for 2011 and 21.18% for 2012, which makes for a current P/E ratio of 5 and a forward one of 4.58.

And while all these sound wonderful, every investor in his right mind would ask, "If everything about CYH is so nice why is it priced so cheaply? What's the catch?" Let's see what happened and why the company's stock was hammered from around $40 last April to just $16. All the trouble begun a year ago with an attempt from CYH to acquire Tenet Healthcare Corp. (THC). The whole deal turned ugly when THC rejected the bid and CYH tried unsuccessfully to change THC board. THC responded by suing CYH for overcharging Medicare, something that CYH dismissed and THC watered down after CYH withdraw its bid.

Nevertheless this fight left a scar on CYH stock which continued its decline amidst general worries about a slowdown in healthcare and falling admissions.

The only indisputable reason for worry about CYH is its great amount of long-term debt. The company as of its latest 10Q had $8.8 billions of debt outstanding. Half of this, $4.4 billions come due at 2014, $2.8 billions at 2015 and the rest later. In the case the company fails to refinance its debt at reasonable rates it may have to sell some of its hospitals. Now it's paying around 7.5% interest and if we assume pre-tax profitability at $350 million, the company can stand an interest rate up to 11%.

Even in the extreme event of a liquidation, stockholders have more than a good chance to be paid the company's net asset value which is $26 per share. The reasoning behind this claim is that the bulk of CYH assets (Hospitals) are unique pieces of real-estate with great positioning (since 60% of them are alone in their respective markets) and this will translate into very nice prices for those to be sold.

In conclusion, my case is that the market got over-spooked and is mispricing CYH for issues that do not exist or are not of such great concern. Admissions may fall a little but will come back because healthcare is one of the most basic needs people have. The company is most likely to refinance since it has a pretty stable business, more than enough profits and great assets as collateral for creditors. Finally the THC suit will most likely be dismissed and even if it's not I don't believe any substantial damage will be done.

I believe that below $18 this stock is a screaming buy and I would assume a fair value somewhere between $36 and $53.

Lenovo H330-77801HU


The Lenovo H330-77801HU ($899 direct and $1,118 with monitor), a small form factor desktop PC, is decked out with a Blu-ray player, fast Core i5 processor, and a huge 1TB hard drive. It bundles in a monitor, making it a reasonably-priced starter PC for those that want more kick than something like the HP Pavilion p7-1167cb ($899.99 list, 4 stars). However, the lack of integrated Wi-Fi edges this system out for users that don't have their router located in the same room as their PC.

Design and Features
The H330-77801HU is a thin and tall small form factor PC, measuring 11.5 by 9.9 by 15.75 inches (HWD). We've seen smaller from Apple's Mac mini (Thunderbolt) ($799 list, 4.5 stars). The front of the chassis has a tray-loading Blu-ray player/ DVD+-RW, audio and mic jacks, two USB 2.0 ports, and a couple of media card readers that support CF I/CF II/ MD and SD/ SDHC/ MMC/ MS/ MSPro formats. The back has more audio jacks, two PS/2 ports (one of which will be occupied by the included keyboard), Ethernet jack, and four USB 2.0 port (one of which will be occupied by the included mouse). One major feature missing from the Lenovo H330-77801HU is Wi-Fi. Because it has been left out, users will have to utilize the wired Ethernet jack to connect to the Internet, which may be a problem for consumers that don't have their router setup in a convenient position nearby for a PC.

The 23.6-inch widescreen LS2421p Wide ($219.99 direct, 4 stars) monitor displays in 1,920-by-1,080. It comes with VGA and HDMI video inputs, corresponding to the included HDMI and VGA outputs on the Lenovo H330-77801HU. The system also comes bundled with VGA and HDMI cables, so you can just plug and play without having to worry about ordering cables ahead of time. Generally, you don't buy a small form factor PC if you're thinking about upgrading; the H330-77801HU is no different. It will require a good chunk of effort, time, and patience to unscrew every screw and separate the entire exterior casing from the internal components by sliding it off?I wouldn't recommend it. Mid-tower chassis, like the Acer AM3470-UC30P ($599.99 list, 4 stars), are easier to tinker with, as all you need to do is unscrew the screws on one of the side panels and slide it off.

The H330-77801HU has a 1TB, 7,200rpm hard drive, much bigger than the Mac mini's 500GB one. There's a little preinstalled software on the system; most of it being Lenovo's proprietary applications.

Performance
Lenovo H330-77801HU The H330-77801HU is outfitted with a 3.3GHz Intel Core i5-2500 processor, 8GB of RAM, and an AMD Radeon HD 6450 (512MB) discrete graphics. These components beat allowed it to beat out the Apple Mac mini (1,936) and Acer AM3470 (2,081) by a significant margin in PCMark 7 (2,606)?a test measuring day-to-day performance. In more media-oriented tests, the Lenovo H330-77801HU was able to quickly encode a video in Handbrake in 1 minute 12 seconds. While the Mac mini (1:42) and Acer AM3470 (2:33) fell behind again.

The H330-77801HU does come with a discrete graphics processor, but that doesn't necessarily mean it's ready for the gaming grid. In Crysis (DirectX 10), it wasn't able to average a playable frame rate (29.2fps) during its play-through (30fps is considered playable) on Medium quality settings and 1,280-by-720 resolution. Similar results were seen in Lost Planet 2 (DirectX 11), averaging 12.4fps on the same settings. The H330-77801HU's AMD Radeon HD 6450 graphics will be able to get you through Azeroth if you're an avid World of Warcraft player, but anything more complex and the system will stutter. If you want more gaming performance without sacrificing the small form factor, the Apple Mac mini comes with a much more powerful AMD Radeon HD 6630M (256MB) that could easily play Crysis on Medium settings (48 frames per second), but not Lost Planet 2. If a monitor/ PC bundle is more what you're looking for, and you don't mind sacrificing some space, the Acer AM3470's AMD Radeon HD 6550D graphics was able to garner playable frame rates in Crysis (40fps).

The Lenovo H330-77801HU is a powerful small form factor PC and well-priced monitor/PC bundle unit. However, it comes with a major feature missing?Wi-Fi. For just $20 more Lenovo could have installed a wireless card, and it's beyond me why they omitted it. If you're looking for a great budget PC/monitor bundle, the Editors' Choice Acer AM3470-UC30P is a great option. If you're more concerned about saving space, the Editors' Choice Apple Mac mini (Thunderbolt) is a powerful small form factor PC, but it doesn't come with a monitor.

Jimino announces contract for Rensselaer County employees union

Rensselaer County Executive Kathleen Jimino has announced that the contract between the County and the largest bargaining unit representing County employees (UPSEU) has been approved by the union members and is now awaiting County Legislative approval.

"This contract will provide the County the ability to fund the majority of the programs set to be cut on April 1, 2012 until the end of the year, granting more time for the State to enact meaningful mandate relief that would allow non mandated County services to be continued," said Jimino in a statement.

Under the contract employees would receive a one-half percent raise in 2012 and another one-half percent increase in salary in 2013.? According to a release issued by Jimino?s office, a qualified "no layoff" and "no outsource" clause in year one of the contract has also been established.?

?I want to commend the employees for approving this contract that will afford us the ability to continue these vital local services short term.? However, I must caution that until meaningful mandate relief is provided by the state, local services will continue to fall victim of the ever escalating costs of the state mandated programs" added Jimino.

Proposed cuts to be delayed until December 31, 2012 due to Union ratification unless state mandate relief is achieved are:

  • Aging Services home delivered meals will be reduced from five days per week to four days per week; medical transportation will be reduced; the senior center in Rensselaer will be closed;
  • Cornell Cooperative Extension subsidy will be reduced;
  • Planning funding for economic development staff will be reduced;
  • Public Safety funding for training and future planning will be reduced and funding for a replacement vehicle for the Fire Coordinator will be eliminated;
  • Sheriff?s Department funding will be reduced, the specifics to be determined by the Sheriff as a separately elected official;
  • Soil and Water subsidy will be reduced;
  • Van Rensselaer Manor housekeeping and laundry services currently staffed with county employees will be considered for outsourcing, a practice that is currently being exercised in the pharmacy department; and
  • Veterans? transportation services will be reduced from two to one van per day.

Canadian banks eye Cuban presence as tensions ease (Reuters)

TORONTO (Reuters) ? Bank of Nova Scotia has applied to re-establish a presence in Cuba and a report says rival Royal Bank of Canada is considering a similar move in the wake of Cuban reforms and a thawing of the country's icy relationship with the United States.

Both banks were players in the country before the 1959 revolution in which Fidel Castro took power. The revolution ushered in an era of communism and U.S. sanctions that has made it difficult for companies with a U.S. presence to do business there.

But U.S. relations with Cuba have thawed somewhat under U.S. President Barack Obama and after the aging Fidel Castro handed over power to his liberalizing younger brother Raul, encouraging the banks to take initial - if tentative - steps back into the country.

"I think a lot of people are looking at the regime changes and the age of Castro and his brother and thinking it's only a matter of time before Cuba basically opens up," said Lawrence Booth, a finance professor at the University of Toronto's Rotman School of Management.

Scotiabank, Canada's No. 3 lender, said it has applied to the Central Bank of Cuba for a representative office license.

"A representative office will allow Scotiabank to reacquaint ourselves with the Cuban market, which will provide a strategic window into the marketplace and enable us to acquire in-depth local knowledge and build relationships," the bank said in a statement.

The office would aim to expand the bank's trade-finance business with Cuba, but would not conduct any local transactions or direct banking services, Scotiabank said.

RBC, Canada's biggest bank, is also considering a move back into the country, the Financial Times reported.

Jim Westlake, head of RBC's international operations, met with the Cuban ambassador to Canada this month with a view of "trying to gauge how they are feeling about business generally coming to Cuba," the paper reported.

CONCERNS ABOUT SANCTIONS

However, the bank is concerned that it not run afoul of U.S. sanctions, the paper said.

An RBC spokeswoman would not confirm Westlake's comments.

While RBC agreed earlier this year to sell its U.S. retail bank, it still has a sizable capital markets presence in the United States that could leave it exposed to U.S. sanctions.

Under the 1996 U.S. Helms-Burton Act, officers of Canadian companies that operate in Cuba can be barred from entering the United States.

However, the act focuses on companies that deal with property that may have been expropriated from U.S. citizens following the Cuban revolution, so it may not apply to banking operations being started from scratch, observers say.

"The question is simply whether the Cuban government wants (the banks) in and whether they can go in in a way that doesn't alienate the Americans too much," Booth said.

Establishing a presence early on in the reform process could give the Canadian lenders a head start if Cuba's financial sector opens up.

Canadian banks escaped the financial crisis in relatively good shape, and have been pushing to expand their global presence, taking advantage of hard-hit U.S. and European banks eager to unload assets.

If RBC and Scotiabank do return to Cuba, they will join National Bank of Canada, which entered the country in 1995 and runs a small trade-finance operation.

National, Canada's sixth-largest lender, is one of a handful of foreign banks - including Societe Generale and BNP Paribas - that have a presence in Cuba.

National has few operations outside Canada, and so has not had to fear that it would be sanctioned by the United States, said a person familiar with the matter.

Setting up shop in Cuba would mesh nicely with Scotiabank's extensive operations in Latin America. RBC also has a Caribbean operation that spans eight countries.

Senator Al Franken asks about Carrier IQ, the companies answer: the complete breakdown

Two weeks ago, smack-dab in the middle of the CarrierIQ saga, Senator Al Franken pounded his fist on the table and demanded answers. He wanted to know what CarrierIQ is all about and why several US mobile providers and manufacturers felt the need to install potentially invasive software on the phones of unsuspecting consumers. Senator Franken sent Sprint, AT&T, T-Mobile, Samsung, HTC and Motorola a series of thirteen questions each, trying to get to the bottom of what each company is doing with the mysterious software. So far, all but T-Mobile and Motorola have complied with the Senator's wishes, as the two remaining companies were given until December 20th to have their responses submitted (we'll update this post as those are made public).

As we reported previously, the Senator wasn't all too pleased by what the companies had to say. But what exactly is found in these pages and pages of documents? A few answers, and some more questions. We have pored through each company's letter, so follow us below as we break down their responses to each of the Senator's queries.

DUBLIN (AP) ? Alarming financial news flowed out of Europe in a torrent, just a week after the EU leaders struck a deal they thought would contain the continent's debt crisis.

The bombardment Friday shredded hopes of a lasting solution to the turmoil that is endangering the euro ? the currency used by 17 European nations ? and threatening the entire global economy.

In quick succession:

? The Fitch Ratings agency announced it was considering further cuts to the credit scores of six eurozone nations ? heavyweights Italy and Spain, as well as Belgium, Cyprus, Ireland and Slovenia. It said all six could face downgrades of one or two notches.

? Moody's Investors Services downgraded Belgium's credit rating by two notches. Belgium's local- and foreign-currency government bond ratings fell to "Aa3" from Aa1," with a negative outlook. The ratings remain investment grade.

? Ireland's economy shrunk again much deeper than had been expected, with its third-quarter gross domestic product falling 1.9 percent. Ireland is one of three eurozone nations kept solvent only by an international bailout.

? Bankers and hedge funds were balking in talks about forgiving 50 percent of Greece's massive debts, a key issue in the debate over Greece's second rescue bailout.

? The red ink in Spain's regional governments surged 22 percent in the last year, endangering the central government's efforts to cut overall Spanish debt.

? France, the second-largest eurozone economy after Germany, warned that it faced at least a temporary recession next year.

? The euro hovered Friday just above $1.30, a cent higher than its 11-month low.

On the positive side, Fitch said France should keep its top AAA credit rating even though the country's debt load is projected to rise through 2014. Italian lawmakers overwhelmingly passed Premier Mario Monti's new austerity package in a confidence vote, even though many still objected to its pension reforms.

French officials and investors had feared that France could get downgraded, which would have immediate repercussions for the entire eurozone. France and Germany's AAA credit ratings underpin the rating for the eurozone's bailout fund.

European Union leaders confirmed Friday they have distributed the text of their proposed new budget-stability treaty, a pact designed to deter runaway deficits and supposed to become EU law by March. But as growth prospects fade across the continent, governments are facing the likelihood that Europe's debt crisis will prove longer and tougher to overcome than even their most recently revised forecasts.

Until this week, EU leaders held up Ireland as the model for how a debt-struck nation should behave ? defying economic gravity by simultaneously growing its economy while sucking billions out of that same economy in Europe's longest austerity drive.

But on Friday, Ireland announced its third-quarter gross domestic product fell 1.9 percent, its national product 2.2 percent. Economists had expected only an 0.5 percent fall for GDP and none at all for GNP. The latter figure is considered a better measure of Ireland's economic vitality because it excludes the largely exported profits of about 600 American companies based in the country.

Ireland has been cutting spending and hiking taxes since late 2008 and has plans to keep doing so through 2015. Next year's target is ?2.2 billion ($2.9 billion) in cuts and ?1.6 billion ($2.1 billion) in extra charges, including a hike in national sales tax to 23 percent and introduction of a new ?100 ($131) tax on every property.

But the country's finances this year are seriously out of whack: It is spending ?57 billion ($74.5 billion), including ?10 billion ($13 billion) to keep its five nationalized banks afloat, but collecting just ?34 billion ($44 billion) in taxes.

Labor union leaders say the unexpected slump confirmed Friday is irrefutable evidence that Ireland's 4.5 million citizens already have been squeezed too much, too quickly.

"Current policies are making recovery almost impossible," said David Begg, general secretary of the Irish Congress of Trade Unions. "No economy can sustain the sort of ongoing damage that is being inflicted on us."

"We need growth and we need it quickly," he added.

Ireland's year-old international bailout requires the Irish to reduce their annual deficits from an EU record 32 percent of GDP in 2010 to the traditional eurozone limit of 3 percent by 2015. But analysts agree that Ireland cannot hope to meet the 2015 goal if its economy doesn't grow sufficiently.

Ireland's recovery plan now presumes 1.6 percent growth in 2012 and 2.8 percent growth in each of the next three years ? figures many consider way too optimistic.

Alan McQuaid, chief economist at Bloxham Stockbrokers in Dublin, said Ireland would "do well" to reach 0.5 percent growth this year "given the deteriorating world economic backdrop and the fall-off in global demand." He said he doubted Ireland could top 1 percent growth next year.

ITALY:

The new premier's austerity package passed 495-88 Friday, but lawmakers on both the left and right criticized the pension reforms as too harsh. The plan raises ?30 billion ($39 billion) in extra taxes and pension reforms and plows about ?10 billion ($13 billion) of that back into growth measures.

Prosecutors in the southern region of Calabria, meanwhile, said they were investigating 10 envelopes with bullets inside found in a post office in the town of Lamezia Terme. The envelopes were addressed to the new leader Monti, his labor minister, former Premier Silvio Berlusconi and other top political or media figures, according to the Italian news agency ANSA.

Reports said the envelopes contained notes threatening those named if the austerity package wasn't changed.

GREECE:

European officials told The Associated Press that private holders of Greek bonds were resisting EU efforts to persuade them to take a voluntary 50 percent cut in the value of their holdings. The talks in Paris between EU and Greek leaders against representatives of global banks and hedge funds have been very difficult, they said.

The proposed ?100 billion ($130.6 billion) write-off of privately held Greek bonds is supposed to be agreed upon by early next year ? and it's central to Greece's second bailout deal. Without it, Greece's debt is forecast to escalate to nearly 200 percent of GDP.

SPAIN:

A new conservative government committed to increased austerity is coming into office next week, but it faces a rapidly deteriorating financial outlook.

The Bank of Spain announced a 22 percent surge over the past year in the debts of the country's 17 regional governments to ?135.2 billion ($176.6 billion). Spain's central government debt rose 15 percent to above ?706 billion ($922.3 billion).

PORTUGAL:

The main opposition party refused Friday to support the government's plan to amend the constitution to include a budget-deficit limit. All 17 members of the eurozone are supposed to make such commitments as part of the bloc's week-old plan to enshrine spending controls in a new treaty.

In a further worrying development, ratings agency Standard & Poor's on Friday downgraded the credit rating of six leading Portuguese banks to junk status.

Portugal received its own ?80 billion ($104.5 billion) international bailout deal in April.

China villagers in revolt demand dead man's body (AP)

BEIJING ? Thousands of residents of a southern Chinese village staging a rare revolt are calling on authorities to return the body of a local representative whose death in police custody helped sparked the rebellion.

The villagers, who have driven local authorities from the area, gathered at a square outside a local temple Saturday to shout slogans calling for the return of farmland they say has been sold to developers without their consent and to urge the central government to intervene, said resident Qin Zhuan, a woman contacted by phone.

"We have been wronged," the villagers chanted, according to Qin. "Long live the central government! Strike down corrupt officials."

The villagers will also hold a march in the village to demand that police return the body of Xue Jinbo, a village representative who died in police custody last Sunday, she said.

Police have set up checkpoints around Wukan, a village of 20,000 that has for months been the site of simmering protests, and have blocked transportation of food in a bid to choke off the weeklong revolt. Since last weekend, villagers have kept police out with barricades made of tree trunks.

Young men are guarding the barricades and patrolling the village roads, sometimes armed with wooden clubs, said Huang Jinqi, another resident reached by phone. Food is smuggled in by other routes, he added.

"Some people from neighboring villages have been bringing us vegetables and rice using the small roads so we are currently all right, there's no need to worry about food," Huang said.

Calls to police in Shanwei, the city that oversees Wukan village, rang unanswered.

Protests against official misconduct are increasingly common in fast-developing China, but Wukan residents have taken things a step further, erecting barricades a week ago to keep police out and posing a challenge to the authoritarian government. On a near-daily basis, thousands of villagers gather for rallies, shouting slogans for the return of their land and pumping their fists in the air.

But signs of a split in the community have emerged in the last couple of days. Protesters estimate that dozens of villagers have joined government supporters who were offering food in exchange for their support.

Shutdown likely averted as tax talks go on (AP)

WASHINGTON ? House Republicans will stick to their insistence that a bill extending a payroll tax cut and jobless benefits include language speeding work on a controversial oil pipeline, Speaker John Boehner said Friday.

The remarks by Boehner added a contentious backdrop to negotiations over a compromise payroll tax cut measure. With President Barack Obama and many congressional Democrats opposed to accelerating work on the proposed Keystone XL pipeline, which would run for 1,700 miles from western Canada to Texas, that conflict has been one of the major hurdles to a bipartisan deal on the payroll tax package.

Meanwhile, the House began debating a $1 trillion spending bill that would avert a partial federal shutdown beginning Saturday. That measure, which would finance dozens of federal agencies through next September, would replace a stopgap spending bill that expires at midnight Friday and is sure to pass.

Negotiations on the payroll tax cut legislation between Senate Majority Leader Harry Reid, D-Nev., and Senate Minority Leader Mitch McConnell, R-Ky., were continuing Friday. Leaders are hoping that Congress will finish that bill and others and end its work for the year in the next few days.

Reid said Friday that bargainers were making good progress in those talks, a sentiment echoed by McConnell.

"The majority leader and I are making significant progress on reaching agreement on a package that will have bipartisan support, I hope," McConnell said. "I think we're going to get to that place."

With those talks under way, House leaders planned to send their members home after finishing their work Friday, with plans to return when the Senate produces a payroll tax cut measure for the House to vote on.

But Boehner, R-Ohio, struck a combative tone following a closed-door meeting Friday morning of House Republicans.

"I guarantee that the Keystone pipeline will be in there when it goes back to the United States Senate," Boehner said.

This year's 4.2 percent payroll tax rate will jump back to its normal 6.2 percent on Jan. 1 unless action is taken by Congress. Few lawmakers want to be blamed for a tax increase that would affect 160 million people.

Extended benefits for long-term jobless people will also expire Jan. 1 without congressional action.

That same day, a 27 percent cut in Medicare reimbursements to doctors would take effect unless lawmakers act, a reduction that could convince some doctors to stop treating Medicare patients.

Even without the Keystone dispute, bargainers had still not reached agreement on how to extend a payroll tax cut through 2012, with major disputes remaining over how to finance the package.

Because of their ongoing disagreements, Senate leaders have prepared a shorter, two-month extension of the payroll tax cut and jobless benefits to give themselves more time to reach an agreement.

The two-month payroll tax cut bill would also delay the Medicare cuts for two months.
